The article first examines the significance of the term "open society" which was introduced into political discussions by the philosopher Karl Popper. Following that, the practice of the EU institutions, in particular that of the EU Commission and the Council, is examined in the area of access to environmental information. The article concludes that the EU practice is much closer to that of a closed than of an open society
